Joe Couto

Joe has been honoured for his communications and government relations work in the justice sector with the Queen Elizabeth II Diamond Jubilee Medal in 2013 and a 20 Year Service Award by the Ontario Association of Chiefs of Police. He has also been recognized for his academic work with Royal Roads University’s 2025 Outstanding Associate Faculty Award for Teaching Excellence in Master of Arts in Professional Communications, 2016 Outstanding New Associate Faculty Award (School of Communication & Culture), and Serving With Pride’s 2017 LGBTQ Ally Award.

  • Joe is a veteran public policy and communications professional who brings 38 years of proven experience to meeting the strategic communications needs of clients. He has served in senior roles with associations and public affairs firms, where he developed expertise in a number of public policy areas, including law enforcement, municipal affairs, housing, energy, and taxation and fiscal policies.

    He is proud to teach at the University of Guelph-Humber and Royal Roads University. Joe authored a major White Paper for the Canadian Association of Chiefs of Police, Born to be Blue? The Construction of Canadian Police Officers’ Identity, as part of his doctoral research; Covered in Blue: Police Culture and LGBT Police Officers in the Province of Ontario; a landmark academic study of gay police officers in the Province of Ontario, and Lobbying vs. Advocacy: Police Leaders as Advocates for Their Police Services and Their Communities.

    The University of Guelph-Humber provided funding support for his 2018 project entitled, Female. Gay. Cop: The Intersectionality of Gender and Sexual Orientation in Police Culture.

    Joe holds a Doctor of Social Sciences and a Master of Arts in Professional Communications degree from Royal Roads University, a Bachelor of Journalism degree from Toronto Metropolitan University, and a Certificate of Public Relations from the Canadian Public Relations Society.

Cherri Greeno

Cherri’s work in journalism, strategic communications, and media training has been recognized through multiple industry and public sector acknowledgements. She has won two national newspaper awards for exceptional excellence in Canadian journalism. Her work in communications led to her being honoured with the Catherine Martin Award of Excellence in Media Relations from the Ontario Association of Chiefs of Police (OACP) and a provincial Heroes Beyond the Badge award. She was also recently awarded a Mentor of the Year Award for her work with students at Conestoga College. She leads the OACP’s Corporate Communications Network and is the Canadian representative for the International Association of Chiefs of Police Public Information Officers Network. Most recently, Cherri had her first Children’s Book – Mismatched Martha - published by New-York Based Austin Macaulay Publishers.
